What are the requirements for a football/soccer ball?
What happens if...
The ball is replaced and the referee drops the replacement ball for the defending-team goalkeeper if the ball was in the penalty area when play was stopped. Otherwise, the replacement ball is dropped for a player of the team that would have retained or gained possession (including from the restart if the ball would have gone out of play). If this is not clear to the referee, the replacement ball is dropped for a player of the team that last touched the ball at the place where it was when play was stopped.
The ball is replaced and the game is restarted as if the ball had not burst or gone flat.
The ball is replaced and the penalty kick is retaken.
Penalty kick: The ball is replaced and play restarts with a dropped ball. During penalties: The kick is recorded as ‘missed’ and the ball is replaced for subsequent kicks.
